The national helpline ‘109’ in Bangladesh is operating in a makeshift manner due to uncertainty about the project, staffing shortages, and irregular salaries.
– Despite receiving over 939,000 calls last year, the helpline faces a call drop rate of 25-30% and lacks the capacity to rescue victims or provide direct support.
– Project stakeholders suggest strengthening the existing helpline instead of introducing new ones, such as the proposed ‘3333’ hotline.
– The government plans to launch a new project, “Strengthening Integrated Services for the Prevention and Response to Violence Against Women and Children and the Launch of a Quick Response Team,” with a budget of BDT 3.6 billion and 553 staff positions.
– The new project aims to increase the 109 staff to 60, expand other activities, and provide direct assistance to survivors, including a Quick Response Team and self-employment opportunities.
– Existing staff may be hired on an outsourced basis, and project activities will be integrated into regular government operations over time.
